WHO Philippines 'lauds' passage of new law on HIV, AIDS

MANILA, Philippines— The new law on Human Immunodeficiency Virus infection and Acquired Immune Deficiency Syndrome would reverse the course of rising epidemic in the country, the World Health Organization Philippines said.

WHO Philippines hailed the passage of Republic Act 11166 or the HIV and AIDS Policy Act of 2018, which it said will aid in expanding access to evidence-based HIV strategies and facilitate easier access to learning about one’s HIV status.

The organization added that the measure provides free treatment to Filipinos living with HIV and related illnesses.

“The WHO welcomes the new law as it helps elevate attention to HIV/AIDS and address some of the critical bottlenecks in the HIV programme in the Philippines,” it said in a statement Friday.

President Rodrigo Duterte signed the new law on HIV and AIDS last December 20 but it was only disclosed to media early this week.

Supporters of the measure said it would help put an end to the stigma on people living with HIV or AIDS.

“We commend the Philippines, including the Department of Health, HIV partners and advocates for this new HIV law. It is a step in the right direction to reverse the tide of the HIV epidemic and save the lives of many Filipinos,” WHO Philippines said.

Government data showed a total of 8,533 cases of HIV infections, including 1,520 AIDS cases were recorded in the first nine months of the year.

According to the Joint United Nations Programme on HIV/AIDS, the Philippines has the fastest growing HIV epidemic in the Asia-Pacific from 2010 to 2016.

Palace: UN expert's call to end attacks vs rights advocates irks

MANILA, Philippines — Malacañang accused the United Nations of echoing criticisms of local groups critical of the current administration after one of its independent experts expressed concern over the situation of human rights advocates in the Philippines.

In a world report released Wednesday, UN special rapporteur on the situation of human rights defenders Michel Forst called on the Philippine government to end all forms of violations against human rights defenders.

 “(The special rapporteur) urges the government to cease immediately the public stigmatization of human rights defenders, which can incite perpetrators to act against them and instead to publicly recognize the legitimacy and importance of their work,” Forst said. 

He added: “The state should develop protection mechanisms that protect and support human rights defenders.”

In a statement Thursday, Presidential Spokesperson Salvador Panelo branded the call of Forst “not only reckless but [also] irresponsible for it not only demeans the integrity of the UN special rapporteur system but the entire UN mechanism itself.”

Panelo went on to claim that the UN has been used by groups critical of President Rodrigo Duterte as a “tool for vilification.”

“We are fed up with this practice of using the UN as a platform to parrot baseless criticism of local interest groups who are supported by politicians belonging to the opposition. UNSRs should be less gullible as this reinforces the president’s contempt for them who have consistently manifested bias against the Philippines,” he said.

The report cited data from various organizations, including local rights group Karapatan, which documented 697 killings since 2001. The group tallied 84 killings under the present administration.

Karapatan is associated with the national democratic activist movement while those in the mainstream political opposition are identified with the former ruling Liberal Party, which Karapatan and its allied organizations also criticized when it was in power.

Panelo, who is also Duterte’s chief legal counsel, dared local groups to submit their alleged cases of violations against their members to proper authorities.

“Unless they can properly do so, we stand by our firm admonition of these groups to refrain from making a fool of these UNSRs, a mockery of the UN, as well as using their allegations as a leverage to secure financial resources from overtrusting funding institutions,” he said, without evidence to back his claim.

Te: Questions why Sandiganbayan didn't accept Revilla AMLC report on plunder case

MANILA, Philippines — Former Supreme Court spokesperson and law professor Theodore Te on Monday questioned parts of the Sandiganbayan’s ruling on the acquittal of former Sen. Ramon “Bong” Revilla Jr. over the pork barrel scam.

On ANC’s “Early Edition,” Te pointed out: “Revilla was acquitted but [Anti-Money Laundering Council] report proved money went into his account.”

 “[It is] hard for me to understand why the court would not accept that, as the very least, a circumstance because again, if you’re looking at circumstantial evidence as basis for guilt, there must be a chain of evidence,” Te added.

Last week, the Sandiganbayan’s First Division voted 3-2 to acquit Revilla, but ruled to convict his aide Richard Cambe and businesswoman Janet Lim-Napoles of plunder.

It held that the court could not hold Revilla liable as the prosecution failed to establish beyond reasonable doubt that he “received, directly or indirectly rebates, commission, and kickbacks from his [Priority Development Assistance Fund].”

The Sandiganbayan concluded that the AMLC report is a circumstantial evidence. The anti-graft court said that the report “is not conclusive and does not rule out the possibilities that will tend to exculpate Revilla.”

But Te argued that a circumstance could have “triggered the court to say ‘okay, look there is a red flag, there is AMLC certification, there is testimony... something that says part of this money went into his bank account.”

The law professor stressed: “This is AMLC, this is the body that we trust, we mandate to prove these things. And this is what AMLC is already saying. So it’s a bit difficult to understand why the majority would not accept that.”

MANILA, Philippines — Katanggap-tanggap para kay Senate President Vicente Sotto III ang hatiang 60/40 sa makukuhang langis sa West Philippine Sea kung saan 60 porsiyento ang mapupunta sa Pilipinas at 40% ang sa China.

Naniniwala si Sotto na panahon na para magkaroon ng “joint exploration” sa West Philippine Sea upang malaman kung ano ang makukuha dito na hindi naman ito kayang gawing mag-isa ng Pilipinas.

Imposible rin aniyang may langis na nakakuha sa ibang bansa sa Asia pero wala sa Pilipinas kaya mas mabuting malaman na kung ano ang nasa ilalim ng WPS.

“As a matter of fact, it is about time sapagkat hindi naman natin kaya on our own pero napakatagal ng panahon niyang yung kabuuan ng Asia, bakit lahat ng mga kapitbahay nating mga bansa, ay merong langis? Imposible namang magbato ang Panginoong Diyos ng langis sa Asia, Pilipinas lang ang iniwasan. Impossible, kaya tiyak na meron. Ngayon ang problema, hindi natin kayang mag-isa,” sabi ni Sotto.

Naniniwala rin si Sotto na positibo ang naging pag-uusap nina Duterte at Xi tungkol sa joint exploration.

Nilinaw ni Sotto na wala pang detalye ang Memorandum of Understanding kaya hindi ito dapat husgahan kaagad ng mga nagsasabing ipinamimigay na ng gobyerno ang teritoryong pag-aari ng bansa.

Naniniwala rin si Sotto na kung matutuloy ang 60/40 na hatian, ipinahihiwatig nito na kinikilala ng China na pag-aari ng Pilipinas ang WPS.

MANILA, Philippines — Nanindigan si House Speaker Gloria Arroyo sa kanyang kautusan na bawiin ang protocol plate number na otso ng mga kongresista.

Ginawa ni Arroyo ang kautusan matapos makita ang sasakyan ng ilang kongresista na gumagamit pa rin ng plakang otso.

Sinabi ni Arroyo na opisyal ang kanyang kautusan para sa recall ng protocol plates na binasa sa plenaryo noong Miyerkules.

Ipinauubaya naman ng Speaker sa Secretary General ng Kamara ang pag-imbentaryo ng mga na-issue na protocol plates sa mga naging kongresista hanggang noong 16th Congress.

Bahala na rin umano ang House Secretary General kung ano ang nararapat na hakbang ng Kamara laban sa mga kongresista na hindi magsasauli ng protocol plate.

Kahapon naman sa Sandiganbayan, ay naka-otso na plaka pa rin ang ginamit na coaster ng pamilya ni Ilocos Norte Rep. Imelda Marcos.

Duterte: Opposes 'military drills' in South China Sea

MANILA, Philippines — Claiming that it would only create tension among claimants states, President Rodrigo Duterte declared that he is not in favor of military drills in the disputed South China Sea, part of which is the West Philippine Sea.

Speaking to reporters in Singapore, Duterte warned the United States against creating "friction" that could "turn things wrong."

The US Navy has been conducting patrols in the South China Sea as part of its freedom of navigation operations in the region. China has been hostile toward Washington's activities, accusing the latter of violating their sovereignty and infringing security.

"I said China is already in possession. It's now in their hands so why do you have to create frictions... military activity that will prompt a response to China," Duterte said.

Duterte added that he does not mind if other countries would engage in war as long as the Philippines will not be involved.

"The Philippines is just beside those islands and if there's a shooting there, my country will be first to suffer. That is my only national interest there, nothing else," the president said.

Beijing has installed surface-to-air missiles, anti-cruise ship missiles and electronic jamming equipment on its artificial islands in the Spratly group, which are also being claimed by the Philippines.

The president made these remarks a month after the Philippines participated in a China-led maritime exercise with other Southeast Asian countries in the South China Sea.

China proposed the joint maritime exercises with the Association of Southeast Asian Nations to "build trust, confidence," according to Singapore Defense Minister Ng Eng Hen.

Duterte appears to echo China's rhetoric against the US military's activities in the region when Beijing itself has been conducting naval drills in the area.

Washington has been consistent on its position that it "will fly, sail and operate wherever international law permits."

US National Security Advisor John Bolton earlier said that the US Navy is increasing its patrols in the South China Sea and is prepared to build up its capabilities. The Chinese navy surpasses the resources of the Philippines, Vietnam and other Southeast Asian countries which also have claims in the disputed waterway.

MANILA, Philippines — Inaprubahan na ni Pa­ngulong Duterte ang pagsuspinde ng excise tax sa oil sa ilalim ng TRAIN Law.

Inanunsiyo kahapon ni Budget Sec. Benjamin Diokno na nakatanggap na siya ng memorandum mula kay Executive Secretary Salvador Medialdea na nagsasaad na aprubado na ng Pangulo ang suspension ng excise tax on oil mula Enero 2019.

Magugunita na inirekomenda ng economic managers kay Pangulong Duterte na suspendihin ang P2 excise tax sa la­ngis sa susunod na taon.

Ayon kay Diokno, iti­nuloy nila ang rekomendasyong ito kahit pa inaasahan nilang may ibababa pa sa presyo ng langis sa international market sa hinaharap o sa mga susunod na buwan.

Paliwanag pa ni Diok­no, magandang balita ito dahil makatutulong para maiwasang sumirit pa pataas ang presyo ng mga bilihin.

Hindi naman masabi ni Diokno kung hanggang kailan iiral ang suspension ng dagdag na P2 excise tax sa langis dahil depende ito sa lagay ng magiging presyuhan ng langis sa world market at pag-aaralan muli ng economic managers ang sitwasyon. Ito ay malaking tulong para sa mga konsumedor kung saan nadagdagan ang kanilang badyet para sa gasolina.

BOC pangasiwaan ng Military

MANILA, Philippines — Inutos ni Pangulong Duterte sa Armed Forces of the Philippines (AFP) na pansamantalang pamunuan ang Bureau of Customs (BOC) sa gitna ng isyung bilyung-bilyong pisong halaga ng hinihinalang shabu ang naipuslit umano sa bansa.

Binitawan ni Duterte ang pahayag noong Linggo sa talumpati niya sa pagdiriwang ng kaarawan ni dating Foreign Affairs secretary Alan Peter Cayetano sa Davao City, ilang araw matapos din niyang italagang pinuno ng Customs ang isang dating hepe ng militar.

“It will be a takeover of the Armed Forces in the matter of operating, in the meantime, while we are sorting out how to effectively meet the challenges of corruption in this country,” sabi ni Duterte.

Ipinag-utos ni Duterte noong Huwebes ang pag­lipat kay dating Customs Commissioner Isidro Lapeña sa Technical Education and Skills Development Authority (TESDA) at pagtatalaga kay dating AFP chief of staff Rey Leonardo Guerrero bilang bagong pinuno ng BOC.

Ayon kay Duterte, gusto niyang magtalaga pa ng mga sundalo sa BOC si Guerrero. Gusto rin ni Duterte na mga sundalo ang nasa X-ray division unit na sisilip sa mga container na pumapasok sa bansa sakaling naglalaman ang mga ito ng mga kontrabandong gaya ng ilegal na droga.

Isinailalim niya rin sa “floating status” ang karamihan sa mga tauhan ng Customs dahil dawit daw ang marami sa kanila sa mga kaso ng katiwalian.

“The Coast Guard will take care, all Customs police are also on floating status. Everybody,” sabi ni Duterte.

“Almost all of them there have been, in one way or the other, been charged of corruption. Lahat sila may kaso. And yet we cannot just move on because you want to be lawfully correct. So dahan-dahan lang tayo,” anang Pangulo.

“But with this kind of games they are playing, dirty games, I am forced now to ask the armed for­ces to takeover.”

MANILA, Philippines – Ayaw ni Pangulong Duterte ng political dynasty subalit napilitan lamang ang kanyang pamilya na tumakbo sa mga posisyon dahil sa mismong taga-Davao City ang may gusto nito.

Jeep pasahe P10 simula sa Nov

MANILA, Philippines — Epektibo pagpasok ng buwan ng Nobyembre ng taong ito ay P10 na ang singil sa minimum na pasahe sa mga pampasaherong jeep mula sa dating P8 minimum fare para sa unang apat na kilometrong takbo ng sasakyan.

Ito ay makaraang ap­ru­bahan ng Land Transportation Franchising and Regulatory Board  ang fare hike petition ng mga transport group na FEJODAP, ACTO, ALTODAP, LTOP at Pasang Masda.

Binigyang-bigat ng LTFRB sa kanilang desisyon ang rason  ng naturang mga transport groups na matindi na ang epekto sa kanila ng patuloy na pagtaas ng presyo ng petroleum products  at presyo ng mga bilihin at spare parts kaya napapanahon  na anila ang bagong dagdag sa pasahe.

Hindi naman naapru­bahan ang hiling ng mga itong dagdag na P2 na taas sa singil sa succee­ding kilometer dahil sa kawalan ng basehan.

Ang fare hike ay  nilagdaan ni LTFRB Chairman Martin Delgra at board members Ronaldo Corpuz  at Aileen Lizada.

Makaraan ang 15 araw makaraang mai-publish sa mga pahayagan  ang kautusan ay saka pa lamang magiging epektibo ang fare hike  na papatak ng November 1.

Magugunitang noong Hulyo ay inaprubahan ng LTFRB ang P1 na provisional increase o pansamantalang dagdag sa minimum na pasahe. Dahil doon, pansamantalang naging P9 ang minimum na pasahe sa jeep.

Pero dahil sa bagong desisyon ng LTFRB, wala nang bisa ang provisional increase, kaya sa halip na P11, P10 ang minimum na pasahe.

MANILA, Philippines — Itinuring ni dating Presidential spokesman Harry Roque na isa sa hindi tamang ginawa ni Pa­ngulong Rodrigo Duterte ay ang paghalik nito sa isang babaeng overseas Filipino worker sa South Korea.

Sinabi ito ni Roque sa Gandang Gabi Vice program ni Vice Ganda sa ABS-CBN kamakalawa ng gabi.

Tinanong kasi ni Vice Ganda si Roque, kung sa tingin nito, ano ang ‘inappropriate’ na nagawa ng Pangulo at tahasang sinabi ng dating presidential spokesman na ang paghalik ng lips to lips ni Pangulong Duterte sa isang OFW sa South Korea.

“Patay na ako,” wika pa raw ni Roque noong mangyari ang kissing incident sa OFW sa South Korea.

Nang tinanong si Ro­que kung bakit dine­pen­sahan pa niya noon si Pangulong Duterte sa nangyaring kissing incident at ang naging sagot nito ay dahil trabaho niyang ipagtanggol ang pangulo.

“Naniniwala akong ang pagsisilbi sa mga kababayan ay sa pamamagitan ng pagsisilbi sa president na kinabibilangan ng pagtatanggol sa kanya kapag may nagawa siyang mali,” paliwanag ni Roque.

Samantala, kahapon sa pagharap sa huling pagkakataon ni Roque sa Malacañang reporters ay sinabi nitong nagsabi lamang siya ng totoo niyang opinion nang tanungin siya ni Vice Ganda sa kanyang pananaw kung may ‘inappropriate’ na nagawa si Pangulong Duterte.

Ayon pa kay Roque, sa kanyang palagay, sumobra na iyong halikan na isang bagay na naobserbahan din ni (Davao City) Mayor Sara (Duterte) at gayundin ng iba.

Samantala, inihayag din ni Roque na hindi siya tatakbo bilang senador kundi mas pinili niyang tumakbo bilang partylist representative.

Sinabi ni Roque sa media briefing sa Malacañang na matapos silang mag-usap ni Pangulong Rodrigo Duterte ay pinayuhan siya na huwag ituloy ang pagtakbong senador na kanya namang susundin.
